Ok let me first start out by saying that not everyone is guaranteed to see a big difference. That being said I'll explain what this did for me.
A few weeks ago I was checking the forums hosted by the company who makes my network card [ Killer NIC I Gaming Network Card I Bigfoot Networks (http://www.killernic.com/) ]. I came across a thread where the tech guys for the company recommended a program that tweaked settings in windows to allow optimization of download/upload rates. Rather then explain how it works I'll link it and you can read what the writers have to say about it.

In my opinion, the people who will notice the most improvement are those like myself who have connection speeds on the lower end of the spectrum. I have 3.0 DSL connection. My typical results on Speedtest.net - The Global Broadband Speed Test (http://www.speedtest.net/) were averages of around 2.5 during peak hours and around 2.7-2.8 during non peak. after using this program I am averaging 3.0 and frequently getting 3.08-3.1.
The file to download is about 600kb and you don't have to install it, just run it. From download to completing the optimizer took me about 5 minutes.
